According to the Spanish Association of the Road (AEC), the data speak by himself same. In the proposal of Budgets of the Ministry responsible for public works for 2011, the investment in roads happened of the 5.114 million euros of 2010, to the 2.529 of the present exercise, that is to say, has reduced practically to the half. This decrease of the investment in road infrastructures leaves patent the need to look for new formulas of finance that allow salvaguardar the road heritage and keep in optimum conditions the network of roads, only way of able transport of vertebrar the country and to guarantee the accessibility to the essential services and the quality of life and security of all the citizens. In front of this panorama, the AEC considers indispensable to open a political debate, technician and social, and invite to the reflection and to the proposal of viable solutions based in a balance of interests and demands.
In the last years, the investments of the distinct public administrations in road infrastructures have endowed to the country of a network of roads that, except exceptions, can define as of high quality. Spain is one of the European countries with more kilometres of autovías and motorways, however, all this heritage (20.000 millions in the six last years) is now in danger because of the restrictivas political of investment, fruit of the economic crisis and of some budgetary disequilibriums that prevail the rail way -the high speed fundamentally- in front of the cartwright. And all this without that have showed the economic profitability neither social of the BIRD.
The Spanish Association of the Road is fully conscious that the solutions to the fault of finance are not simple neither easy to adopt. But, also, that the formula that adopt has to prevail above all else the right of the citizens to the mobility, and this, to day of today, raisin of form prioritaria by the road. The rest of options comports or a still greater reduction of the investment, that leaves to this way of transport in a dangerous situation, or an important fiscal increase that, however, does not ensure that the money achieved revierta in the road infrastructure. In definite, both aim to a worrisome deficit in roads.
