The industry of the construction demands brave measures to the Government to go out of the paralysis

The adjust realised by the sector of the construction in Spain from the start of the crisis does not have precedents. Neither countries like Ireland have suffered a so drastic fall of the constructive activity. In 2006 the construction contributed 12,6% of the Spanish GDP and occupied to more than 2,6 million people, but in five years have destroyed 1,5 million employments and have disappeared near of 170.000 companies of the sector. The Report alerts of the “descapitalización that is giving in the main productive sectors“like the one of the construction, ”expelling to a good number of companies prepared technically and to workers formed, losing human and technological capital”.
The agents of the sector demand that it value the industry of the construction like an engine of growth of employment and wealth, as in spite of the conclusive derivative fall of the explosion of the bubble, continues employing to 8% of the active population. With the Plan of Action presented in the headquarters of the CEOE, the professionals of the sector claim the contribution of the construction for the economic recovery: according to the study, by each 600.000 euros invested under construction generate 10 direct employments and other 6 indirect.
The ‘Plan of Action Construmat' proposes a total of fourteen attainable measures that require of the performance of the public servicys to all the levels. In this sense, the industry of the construction demands the existence of an only interlocutor and interministerial “that engage to elaborate a Strategic Plan” for the sector.
Another of the measures demanded involves to establish lines of financials and fiscal bonuses, stable to half and long term, for the owners of usual houses or owners of destined real estate to the rent. Of this form, would stimulate quickly the segment of the rehabilitation, that is one of which can create employment of form faster. The economic study that accompanies the Plan calculates that by each euro invested in rehabilitation generates 85% of additional economic activity in Spain. With an investment of 65.000 euros in works of maintenance creates an employment in Spain.
Besides, the subsidies and helps of the Government to the rehabilitation and maintenance of buildings suppose a return for the Administration of 111%. Of this form, the 627 million euros announced by the Government in his new plan of promotion of the rehabilitation will turn into an income, road imposed, of 695 million euros until 2016.
In this same context, the sector demands to elaborate a Strategic Global Program of Maintenance of the Public Park of buildings, as well as design plans of crash for the learning of professionals and workers of the sector and against the economy submerged.
The Plan demands to define a strategy that bet by the efficiency, the transparency and the stability in the bidding of the public work. In this sense, the agents of the construction demand to prioritise the investments using criteria of austerity and economic efficiency, with the forcing to realise analysis cost-profit of the public equipments.
The Plan of Action Construmat demands to the administrations that, in spite of the process of fiscal consolidation demanded by Brussels, do not reduce more the budget in civil work, since an investment in equivalent infrastructures to 1% of the GDP adds 8 tenth of growth of the Spanish economy. Like this, the public work autofinancia in 50%.
Finally, the signatories of the Plan ask, in the field of the edificación residential measures to suppresses or reduce the limitations imposed to reservations of floor for house protected; apply measures of simplification and desregulación normative to give exit to the current stocks of house.
Also demand to discriminate the zones and segments where there is potential of demand of new work to be able to fund promotions that give answer to the needs of the market in these specific areas, since the fault of financials for these projects can generate future tensions in the prices of the house.
