Approved the new law on waste and soils Contaminados
July 15, 2011
The new law advocates prevention, maximizing the use of resources and the reduction of the adverse impacts of their production and management on human health and the environment, according to information from the Ministry of environment (Marm).
The Act on waste and soils Contaminados represents the transposition of Directive 2008/98/EC and updated legislation after more than 10 years of implementation of the first law on waste. The new normative text structured coordination between public administrations and defines the obligations of producers and managers.
In accordance with Community legislation, by 2015 should be carried out a separate collection of different materials from waste (paper, plastic, glass, metals), that promotes separation at source of bio-waste biological treatment.
The new law incorporates a strategic objective of prevention of 10% and a target for preparation for re-use and recycling of 50% by 2020 for different materials that make up the household and similar waste. In the case of construction and demolition waste, the percentage rises to 70% in preparation for the reuse, recycling and recovery.
Among other things, the law establishes that public administrations must adopt programmes and plans of prevention and waste management in the field of their respective competences.
