Amending the Community system for greenhouse gas emission allowance

Directive 2009/29/EC is part of the so-called Community legislation on energy and climate change package, whose main purpose is to launch a set of measures to ensure the fulfilment of the commitment of reducing overall Community greenhouse gas emissions by the year 2020 at least 20% with respect to the levels 1990.
So, they establish for holders of industrial plants whose activity is included in annex I of the Act, a number of obligations for the new period 2013-2020 emission trading. In particular, to the owners of facilities that carry out activities listed in annex I, they will have to request, before the 31 December 2010 to the competent regional administration, a new authorization of emission of greenhouse gases for the period 2013-2020 trade. This new permission must incorporate new devices of combustion and new industrial processes affected, according to the new criteria and definitions of the law, as well as a proposal for a follow-up Plan, if necessary.
In addition, for the owners of facilities that carry out activities listed in annex I, they will have to request, before 28 February of the coming year, the allocation of emission rights for the new trade 2013-2020 period.
Finally, the Act also provides the possibility to request the exclusion of installations of small size for those facilities that have reported less than 25,000 tons of CO2 in each of the three years previous to the one that has submitted the request for allocation for the period. Also, in the case of installations where combustion activities are carried out, they should have less than the 35 MW rated thermal capacity.
