Environment implements the telematics of documents control and monitoring of industrial waste processing
November 2, 2010
With the beginning of next year, the Ministry of environment implemented permanently, handling telematics for documents control and monitoring of industrial waste. The measure, including the Impuls project to streamline the Administration, will prevent the use of one million pages per year. Thus, from November 30 all this processing is carried out via the internet, according to the Minister of environment, water, urban planning and housing of the Generalitat of Valencia, Juan Cotino said. "Addition, from January 1, 2011, the Ministry of the environment will not allow the filing on paper of such documents or the equivalent for waste oils." "So the next year, will end the role of documents control and monitoring of industrial waste processing", Cotino explained. According to the spokesman of the Ministry, already have been sent circulars to major producers and managers of such waste to remind them of these two measures that have important advantages both for companies and for the administration. "Thus, it is clear - highlighted Cotino - that the processing of documents via the internet significantly simplify procedures documentary saving time and unnecessary travels for business, as well as it allows to reduce these procedures avoiding redundancy in reporting to the Administration". It's a step further, among all which is developing the Ministry of the environment, water, urban planning and housing, to streamline the Administration and the bureaucratic burden of the citizens. Also, is the main objective of the Impuls project, launched by President Camps, documents control and monitoring of hazardous waste. "The service of industrial waste - explained the Vice-President - receives each year, thousands of documents of shipment of waste who add a" "total of 600,000 copies of documents in paper format, if to this we add the management reports to be submitted annually we believe that use of nearly one million pages will be saved".
"Cotino has reminded that the directorate-general takes three years working on processing telematics for industrial waste papers, but now ending this period of transition from the processing of documents control in role to the telematics processing". "But we have taken a step further and from the Ministry of environment and we have developed the 'telematics processing to measure'." If something is important in a process of transition from a traditional administration to an electronic administration is to take into account the needs of the administered; "is the administration which must adapt and not in reverse, that is why we have launched a service tailored to each type of business", said the Minister.
The service of waste industrial of the Ministry of environment has registered more than 20,000 companies; from large multinationals with thousands of employees, to one-to-one micro-enterprises. All of them have to do the same procedure as with the rules makes no distinctions, but the media and the accessibility to information technologies are different.
