The production sector requires a 'crisis distillation' for the wine sector to the Marm
February 22, 2010
Quite a few months ago, Spanish wine-producing sector experiencing a critical situation for the imbalance between supply and demand, result of the downturn in exports, in volume and value, since the beginning of the year 2009, with a strong drop in domestic consumption for years. All this has been an excess of available supply, resulted in an alarming reduction in prices in origin and growth of stocks at the end of last season. In the view of organizations spokespersons of the production sector, this halt in terms of foreign sales and domestic consumption, it is partly due to the economic and financial crisis in general, but also to the implementation of a new common organisation of the market (CMO) in wine. In the latter case, and according to the agrarian organizations, have been dismantled all regulatory mechanisms, leaving unprotected sector in situations of crisis like the present.
All the production sector has recognized that the reduction of the last harvest harvest has not improved the behaviour of the market, which is still stalled, so it has decided to request the Marm putting up a distillation of crisis, to withdraw a part of the excess supply and the market to regain its normal functioning. Similarly, it requests to requested distillation only accessing the bodegas that honour in this campaign with the requirements for the collection area aid related to the distillation of uses of mouth, unless they do not have a historical reference of deliveries to the last distillation. This regulatory action would be the only one able to restore normal rhythm in the short term of commercial transactions and revive prices in origin, largely below production costs. As a result, many producing wineries are suffering losses and serious difficulties in every day, at the same time that it has an impact on the income of producers of grapes.
The legislation allows allocate 'crisis distillation' up to 15% of community resources in the sector included in the national envelope of support, i.e. with 5% of national funds. In this campaign, only may devote a maximum of EUR 56 million economic amount. Thus would distill almost 2.5 million hectolitres, for which it is suggested only priced at 1.91 euros hectolitre per degree. Finally, been asked for an urgent meeting to the Secretary of State for water, Josep Puxeu, with all the representative agents to deal with this and other matters relating to the sector and Rural environment.
