The European directives on energy efficiency, to debate in the II National Congress of thermal and acoustic insulation

The second edition of the National Congress of thermal and acoustic insulation, whose motto was 'Quality of life and sustainability in building', wanted to present, the past 15 and 16 October in Madrid, constructive solutions for the implementation of the new basic documents of protection against noise, energy saving and thermal insulation. For this reason, the participation of
rockwool Peninsular in the event focused on "the real situation facing States members of the EEC in relation to their national energy efficiency (NEEAP's) action plans", explained Jordi BoleaHead of the Department of regulatory technique and products certification, Rockwool.
On the occasion of the II National Congress of insulation thermal and acoustic, organized by Andimat and Aecor, Rockwool presented a paper on the new policy context in the field of energy efficiency. The talk gave a review to the initiatives of the countries of the EEC to respond to the EPBD directives and ESD, relating to the use of energy.
Due to the situation of energy dependence of Europe and the existence of commitments such as the Kyoto Protocol to reduce emissions of CO2, as well as the current rise in the price of fuel, the European Community has been developing parliamentary initiatives to promote energy efficiency. In this respect, the EC published the EPBD directive (year 2002) and ESD (2006). "Following the ESD, the Member States have submitted their national plans of action for energy efficiency (NEEAP's) showing the activities and programmes planned to achieve a national indicative target for energy savings of 9 per cent by 2016" explains Jordi Bolea.
During the Congress, in which multiple presentations will take place
lectures and panel discussions of techniques, gathered professionals
belonging to administrations, professional bodies,
developers, builders, consumers and business organizations. In the last year, more than 550 professionals participated in the Congress.

Spain vs. Europe
The countries that, today, are closer to the goal of 9 percent of energy savings by 2016, becoming reference thanks to its ambitious policies in terms of efficiency, are Germany, France, Great Britain and the Netherlands. According to Jordi Bolea: "Spain, Denmark and Austria, is located in a second group of countries aware of the need to reduce energy consumption, but the plans that the Government has presented are little concrete measures and specific standards". Before doubts about the ability of some countries to comply with the's NEEAP, "Governments should put more financial, tax, technology and research tools influencing, empowering energy savings," adds Bolea.
Recent regulatory framework-Directive 2002/91/EC on the efficiency energy of buildings (EPBD) which aims to promote the efficiency of the buildings, taking into account weather conditions and local specificities as well as internal environmental requirements and cost-effectiveness.
-Directive 2006/32/EC on energy end-use efficiency and energy services (ESD), which aims to promote improved profitable energy end-use efficiency.
