JARC, contrary to the proposal to liberalise the rights of plantation that effects from the CE

The Common Organisation of the Market (OCM) vitivinícola establishes that from 31 December of the year 2015 will produce a total liberalisation of the plantations of vineyard, since they want to suppresses the rights of plantation. The liberalisation of the same would cause, to trial of both, an increase of the offer, debilitanto the productive conditions of the traditional zones of crop. An especially hurtful fact for the zones protected by indications of quality and, predictably, a fall in the price of the grape and of the wine. The cheapening of the prices would have like consequence the inability of the producers to bear all the costs tied to the production, causing the abandonment, and in general, an important fall of the quality.
Does some days, the European Commission (CE) has desvelado a proposal of future for the rights of plantation, in which it proposes a more flexible system that would control the wines with Denomination of Origin Protected (D.Or.P.) Or Geographic Indication Protected (I.G.P.) whereas they would liberalise totally the wines without denomination. The same CE poses that the gestión of the plantations with D.Or.P. Or I.G.P. would go to charge of organisms of gestión, that from the agricultural organisation, understand could be the same Regulatory Councils. To this proposal, and according to JARC, would have to add a clause whose purpose would be to avoid an excess of plantations of vineyard of a determinate D.Or.P. Or I.G.P. A clause activated by the own States member or the CE.

From JARC describe as totally nefasta the proposal that poses the CE, since they can not allow the total liberalisation of the zones of vineyard without D.Or.P. Or I.G.P. and in canvio regulate, under the umbrella of the regulatory councils the zones with D.Or. In his opinion, can not accept the fact that plant indiscriminately vineyards in zones out of the D.Or., ja that has to take into account that this wine will go in in the chain trading company. And therefore, in some cases, will act like competition of the products with DO. That yes they have been subjected to a concrete regulation. Thus, from the agricultural organisation demands that the regulation of the plantations of vineyard apply to the zones with or without D.Or.P. Or I.G.P.
Therefore, both organisations have done to arrive, the 14 Motions of different Local Councils Catalans with viticultural surface against the liberalisation of the rights of plantation. Motions that represent to a group of 361 Catalan municipalities.
